It doesn't get any more basic then this. Sometimes a computer comes to me for repair that is so far neglected and has so much file corruption and damage, the fastest possible way to 'fix' it is to 'Nuke & Pave' the whole thing. That means to 'clean' the hard drive by deleting the boot record and partition and starting over with a fresh install of Windows. Many wanna-be techs Nuke & Pave for every problem they encounter. These are NOT real techs! I don't like to do Nuke & Paves because it doesn't require any technical skill. However, there are times when its the fastest, most reliable and cheapest solution for the customer. Remember, for every rule there are exceptions.
