First in the world to No Materia, No Damage, Hard Mode Rufus! After a day of planning and experimenting, how did I come up with this? I began to realize that if I can find a way to do a lot of damage to him in phase 1, it will make phase 2 a breeze. BUT. That means I would have to stagger him TWICE in phase one without taking damage. So yeah, that’s not a breeze lol, and ask anyone that has done this fight, it requires a lot of focus lol. So, I have to get 2 staggers in phase 1, AND I have to not do too much damage to him with the first stagger, because I need to stagger him again. If you do too much damage, you might not get the 2nd stagger before the forced phase 2. Also, try to be in prime mode fury before phase 2, hit that limit to Rufus now that you did all the work in phase 1, and GG!
