OECD Digital Government Policy Framework

Capacity Building Programme 2020 With the COVID-19 pandemic, the digital transformation of public sectors across the world has been accelerating and governments were increasingly facing challenges in their digital government strategies and implementation. In light of the above, and as part of the activities of the Capacity Building Programme (CBP) for 2020, the OECD KPC Public Governance Programme and the OECD Digital Government and Data Unit (Open and Innovative Government Division, Public Governance Directorate) partnered to produce a series of three videos on the OECD's work on digital government and data. These videos were conceptualised to substitute an in-person CBP while concurrently ensuring continuity in the development and exchange of understanding in these crucial areas. With Korea being a very active member of the OECD Working Party of Senior Digital Government Officials (E-Leaders), this undertaking is also aligned with the Global E-Leaders Initiative (GELI) that aims to promote knowledge sharing and peer learning of the OECD Members' experiences beyond the OECD "borders". OECD Digital Government Policy Framework The first video features the 'OECD Digital Government Policy Framework: Six dimensions of a Digital Government', a policy instrument to help governments identify key determinants for effective design and implementation of their digital government strategies: - Digital by design - Data-driven public sector - Government as a platform - Open by default - User-driven - Proactiveness Published in October 2020, the OECD Digital Government Policy Framework has also been fundamental in the analysis and production of the highly recognised 2019 OECD Digital Government Index (DGI) results- in which Korea had ranked first among 29 OECD Member and 4 non-Member countries.
