The Conservative overall majority of 21 in the 1992 general election was whittled away through the Parliament with a series of byelection losses and defections. It finally expired on Friday 6 December 1996, when Sir John Gorst (Conservative MP for Hendon North) said that he would no longer regard the Conservative whip as binding unless the government guaranteed to keep the accident and emergency unit at Edgware hospital. (Preceded by most of a trailer for a John Major interview in 'On The Record' which shows how the government tended to be regarded) Gorst did not actually resign the whip. If his move was intended to help him win re-election, it failed as he lost his seat in the 1997 general election.
