Note: For those worried about cleanliness and cleaning the easiest way to keep this clean on a daily basis to avoid using chemicals is first to not overfeed - put enough that will be eaten completely based on experience and simply use 4 thumb tacks to put a layer of newspaper or similar each morning and throw away the old one. Couldn't be a simpler way to keep a simple platform clean day-by-day or even twice a day if your really into it. Just wear disposable cheap plastic gloves and/or wash hands thoroughly afterward and deposit newspaper in the trash. A simple 2 foot or so long piece of 2 by 8, 10 or 12 inch pressure treated plank screwed down with a few wood screws on the deck rail and you have yourself a great little platform feeder.
