The 16th January 1967 referendum was held to decide the future of Goa, if Goa was to remain a Union Territory or be merged with Maharashtra. Backed by the UGP, led by Dr Jack Sequeira against the Merger group led by then CM Dayanand Bandodkar of MGP. On the 16th of January 1967, Don Pannam (Two leaves) was the symbol on the ballot to keep Goa an independent Union Territory, which would later became a state in 1987.
