Agenda Item 1 - Welcome and Declarations Agenda Item 2 - Delta ISB Chair Report and Business Matters Agenda Item 3 - Discussion: Delta Conveyance Project Final Environmental Impact Report Review The California Department of Water Resources released the Final Environmental Impact Report for the Delta Conveyance Project on December 8, 2023, and certified the report on December 21, 2023. The Delta ISB will discuss the Final Environmental Impact Report and the preparation of a memo on how its comments on the draft Environmental Impact Report were addressed. Agenda Item 4 - Presentation and Potential Action: Draft Delta Plan Five-year Review Report with Performance Measures Report Cards (Action Item) The Delta Stewardship Council is in the process of conducting another five-year review of the Delta Plan to evaluate progress in implementing its policies, recommendations, and performance measures and is now seeking public input on the findings and recommendations, which are due June 10, 2024. Delta Stewardship Council staff will present and discuss the draft review with the Delta ISB. Based on the presentation, the Delta ISB may take action on whether to submit written comments during the public comment period. Agenda Item 5 - Presentation: Draft Delta Adapts Adaptation Plan Update Delta Stewardship Council staff will provide an update on the draft Delta Adapts Adaptation Plan. The Council embarked on its climate initiative, Delta Adapts, in 2018. Delta Adapts consists of two parts: (1) a climate change Vulnerability Assessment for the Delta and Suisun Marsh, and (2) an Adaptation Plan (formerly referred to as the Adaptation Strategy) detailing strategies and actions to adapt and respond to the identified vulnerabilities. It takes a comprehensive, regional approach to climate resiliency that cuts across regional boundaries with a focus on collaboration across state, local, and regional levels. Agenda Item 6 - Discussion: Food-webs Review The Delta Independent Science Board is seeking input on its draft review, “Exploring scientific and management implications of upper trophic level food webs in the Delta.” The draft was based on a review of the literature on the subject, public comments on the prospectus and at Delta ISB meetings, and a focused two-day workshop. The goal of this review is to provide information that would help organizations, including state and federal agencies, assess how to better incorporate and advance food web knowledge in managing the Delta’s ecosystems and to identify what tools are available or should be developed. Public comments are due on June 7, 2024, via email to [email protected]. The Delta ISB will discuss any public comments received to date and will provide an opportunity for the public to provide oral public comments at the meeting. Agenda Item 7 - Discussion: Interagency Ecological Program Workshop Reflections (Action Item) The 2024 annual Interagency Ecological Program (IEP) Workshop was held from April 23 to 25, 2024. This workshop provided a venue for sharing new research results that advance science important to IEP and the larger Delta science community. Those who attended will share highlights and reflect on the workshop. Based on the discussion, the Delta ISB may take action on the reflections, such as submitting a letter on its reflections to the organizing team. Agenda Item 8 - Discussion and Potential Action: Subsidence Review (Action Item) The Delta ISB will discuss progress made on its subsidence review (see prospectus). This review will synthesize and evaluate the state of science related to subsidence management in order to provide recommendations to inform and guide ongoing and future subsidence management. Based on the discussion, the Delta ISB may take action on next steps for completing the review. Agenda Item 9 - Public Comments The Delta ISB will take public comments on topics within its jurisdiction that are not on the agenda. Agenda Item 10 - Preparation for Upcoming Meetings Agenda Item 11 - Review of Items for Follow-up Staff will provide a summary of any follow-up items for individual members to address after the meeting.
