Advisory Council on Historic Preservation New York Housing and Historic Preservation Roundtable

ACHP Chair Sara C. Bronin and new ACHP Expert Member Erica Avrami today brought together a variety of leaders in housing, planning, and historic preservation for a Housing and Historic Preservation Roundtable, co-hosted by the NYU Furman Center in New York City. The panelists stressed that programs and policies at all levels of government must support the rehabilitation of historic buildings to maintain existing housing and to create new housing. Various panelists mentioned the importance of converting unused office space in older buildings to housing, lifting parking mandates, being more flexible in permitting reviews (including Section 106 reviews), incorporating more research into decision-making, updating interpretations of the Secretary's Standards for the Treatment of Historic Properties, and making critical changes to the state historic tax credit program to enable the renovation of properties. NYC Department of City Planning Executive Director Edith Hsu-Chen spoke about the City of Yes initiative, which looks to every city neighborhood provide "a little more housing," which she said aligns well with the ACHP’s Housing and Historic Preservation Policy Statement. This event was Chair Bronin’s second housing roundtable; the first was earlier this year in Los Angeles. She spoke at both sessions about the policy statement and how it can assist communities in solving their housing needs through historic buildings. This time, she invited attendees to help shape ACHP's proposed Program Comment on Housing, which seeks to implement provisions in the ACHP Housing and Historic Preservation Policy Statement on Section 106 reviews.
