As the Brotherhood of Steel gain more of a foothold in the Commonwealth, they've established control of strategic locations with inland water access for a strong shipping network. I'm making an effort to keep the balance of power pretty even so the Minutemen have the neighboring Taffinington location and the Brotherhood of Steel earned the more controversial Covenant as its history seemed very fitting.
