Van stolen during school field trip - Arkansas State Police pursuit & SPIKES DEPLOYED to stop it

Trooper's Report: On May 9, 2023, at approximately 1:23 P.M., I was notified by ASP Dispatch of a stolen twenty-four-passenger van headed west on Interstate 40. Dispatch told me a black male took the van from Shelby Farms in Memphis, Tennessee. The van was transporting school children on a field trip. The van driver was unloading the children when the suspect jumped in and stole the van. Dispatch told me it was unknown if any children were in the van, but she was trying to get that information. She was on the phone with the van owner, and he was tracking the van as it continued to travel west on Interstate 40. I began traveling west on Interstate 40/55, looking for the stolen van. The description I received was a white Ford E350 24- passenger van with red lettering on the side that read Tennessee Limousine Service. Not knowing if children were in the van and the exact circumstances of how the van was taken, I traveled west without my emergency equipment activated. I did this to avoid letting the suspect know I was behind him and causing a vehicular pursuit, possibly involving children. I made my way around traffic, at times passing on the shoulder, attempting to locate the van. As I approached the 269-mile marker, I was atop the Arkansas Highway 50 overpass when I saw what I thought was the van approximately 2 miles ahead of me in traffic. Traffic was congested, causing me to turn on my blue lights to get through. When I approached the 265-mile marker, I could still see the van approximately 1 mile ahead. I approached the 261-mile marker and saw the van in the right lane behind another vehicle. I turned off my blue lights and continued traveling west behind the van. I saw the driver looking back at me in the driver's side mirror. I told dispatch I located the van but could not see if there were any children in it. Dispatch told me the owner confirmed with the school that all the children had exited the van before it was taken. Corporal Matt West, Sergeant Frank McMillion, and Trooper Donnie Cheers were around the 256-mile marker, waiting in case the suspect did not stop. As we passed the 256 westbound exit, the suspect made a sudden right turn and began traveling on the exit ramp. The suspect stopped at the end of the ramp and proceeded to enter the westbound on-ramp. I followed the van as we entered the westbound lanes of Interstate 40. I told dispatch I was going to attempt a traffic stop at the 255-mile marker after Corporal West and Trooper Cheers were able to catch up. I turned on my blue lights to conduct a traffic stop at the 255-mile marker, but the suspect refused to stop. I told dispatch I was in pursuit and gave her our location. Corporal West assumed a secondary position and began calling the pursuit. I started calling the driver on my loudspeaker to pull over, but the suspect only waved his hands from the driver's window. Trooper Tate Ledbetter told dispatch he was in a position to deploy spike strips at the 249-mile marker bridge. I told Trooper Ledbetter to place the spikes in the right lane, and I would block the suspect from avoiding them. As we approached Trooper Ledbetter's location, I moved into the left lane to keep the suspect from changing lanes. The van struck the spikes, causing the tires to deflate. The van traveled a short distance before stopping in the right lane of Interstate 40. After a felony takedown was conducted, the suspect was taken into custody without further incident. The suspect, identified as JAMEEL IBRAHEEM, was transported to the St. Francis County Jail, where he was charged with Theft by Receiving and Felony Fleeing. The passenger van was towed by White Motor Company and returned to the owner.
