The prediction of Johnny Campo that Pleasant Colony would become the 12th winner of thoroughbred racing's Triple Crown was shattered yesterday as Summing scored a neck victory in the $284,300 Belmont Stakes. Pleasant Colony could do no better than third as Highland Blade held off the desperate effort of Jorge Velasquez to become a Triple Crown jockey. And Campo, who had correctly predicted Pleasant Colony's victories in the Kentucky Derby and the Preakness, made no excuses for the colt he has trained only since April. ''It's gonna happen, and it happened,'' said Campo, who suffered the same fate in 1971 when he saw Jim French run second to Pass Catcher in the 103rd Belmont. ''You can't be sorry, that's the name of the game. You can't win 'em all.
