If not taking an excursion, you can see it is very easy to venture out on your own by taking the hop on hop off bus or taking a taxi. I personally spoke with some ship staff who said not to take the taxi parked right outside the ship. Just walk outside the gate and taxi cabs costs about 5 euros to the city though I'm not certain which part of the city. As for HOHO buses, give it a good time to head back to the ship. I heard horrible stories from friends I met on the cruise and others as well. They were given incorrect and confusing information as to where to catch the bus back to Piraeus. Now this may not be the norm but just be aware.
