This is weapon tech that's evolved beyond the requirement for lo-fi ammunition. It doesn't even need a battery. Instead the Killstar just drains your life force and turns it into a powerful energy ray. You can't fire the Killstar until you literally drop down dead, sure, but you can blast away until you're very nearly dead, then let one of Sloan's schmuck's finish the job.
