Gaijin seems to be on a streak when it comes to bad implementations in War Thunder, and volumetric shells are no exception. Shells used to be a pixel wide, and could squeeze into areas smaller than their actual diameter. This led to some complaints, so Gaijin decided to add volumetric shells. They said in the dev stream that they weren't sure people would like them, and they were right. Volumetric shells gave a buff to tanks that absolutely did not need it and also makes gameplay much more frustrating overall. Worst of all, it's not even more realistic.
