বঙ্গোপসাগরের আন্তর্জাতিক সীমা বা ইনোসেন্ট প্যাসেজ পেরিয়ে বাংলাদেশের অন্তত ৫০ নটিক্যাল মাইল অভ্যন্তরে ঢুকে ভারতীয় জেলেরা মাছ ধরছে বলে অভিযোগ উঠেছে। বিশেষ করে বাংলাদেশে মাছ ধরার উপর নিষেধাজ্ঞার সুযোগে ভারতীয় মাছ ধরার কয়েকশ অত্যাধুনিক ট্রলার এখন এই সমুদ্রসীমা চষে বেড়াচ্ছে। বাংলাদেশি জেলেদের ক্ষোভ সাগরে মাছ ধরতে না পেরে আর্থিক কষ্টে মানবেতর দিন কাটাচ্ছেন তারা। এ রকম অভিযোগের মধ্যেই বৈরি আবহাওয়ার কবলে পড়ে পটুয়াখালীর পায়রা বন্দরে আশ্রয় নিয়েছে ভারতীয় ৩২টি ট্রলারসহ ৫শোর বেশি জেলে। বাংলাদেশের ১ লাখ ১৮ হাজার ৮শ ১৩ বর্গ কিলোমিটার জলসীমার মধ্যে তীর থেকে ৩৬৭ কিলোমিটার বা ২০০ নটিক্যাল মাইলকে বলা হয় অর্থনৈতিক সমুদ্র সীমা। মূলত এখানেই বাংলাদেশের জেলেরা মাছ ধরার সুযোগ পায়। এর বাইরে আন্তর্জাতিক সীমা বা ইনোসেন্ট প্যাসেজে দু’দেশের নৌকা কিংবা ট্রলারগুলো যেতে পারলেও মাছ ধরার সুযোগ নেই। কিন্তু জেলেসহ বোট মালিকদের অভিযোগ, গত ২০ মে থেকে বাংলাদেশ সীমানায় মাছ ধরার উপর নিষেধাজ্ঞা জারীর সুযোগে ভারতীয় জেলেরা এখন এ অঞ্চলে অবাধে মাছ শিকার করছে। এমনকি বাংলাদেশের অভ্যন্তরে ঢুকেও মাছ শিকারের অভিযোগ রয়েছে ভারতীয় জেলেদের বিরুদ্ধে। জেলেরা বলেন, 'আমাদের দেশে অবরোধ কিন্তু ভারতে অবরোধ নেই। তারা বাংলাদেশের জলসীমায় প্রবেশ করে বাংলাদেশের ইলিশ ধরে নিয়ে যাচ্ছে। এতে আমরা ক্ষতিগ্রস্ত হচ্ছি।' বাংলাদেশ বোট মালিক সমিতির মহাসচিব আমিনুল হক বাবুল বলেন, 'আমাদের দেশে যখন মাছ আহরণ বন্ধ থাকে তখন বিদেশি ট্রলারগুলো আমাদের দেশে এসে মাছ ধরে নিয়ে যায়। আমরা প্রথম থেকেই বলে আসছিলাম কিন্তু আমরা কোথাও প্রতিকার পাচ্ছিলাম না।' গত রোববার( ৭ জুলাই) পটুয়াখালীর পায়রা বন্দরে আশ্রয় নেয়া ভারতীয় ফিশিং ট্রলারগুলো মাছ ধরার জন্যই বাংলাদেশের জলসীমায় প্রবেশ করেছিলো বলে মত বিশেষজ্ঞদের। তাদের মতে, ভারতীয় জলসীমা থেকে এ অঞ্চলের দূরত্ব প্রায় ৯২ কিলোমিটার বা ৫২ নটিক্যাল মাইল। আর তাদের নৌকাগুলো ঘণ্টায় ৮ নটিক্যাল বেগে ছুটতে পারে। সে অনুযায়ী অন্তত ৫ ঘণ্টা বোট চালিয়েই তারা এখানে এসেছে। চট্টগ্রাম বিশ্ববিদ্যালয় মেরিন সাইসেন্স এন্ড ফিশারিজ বিভাগের অধ্যাপক ড. সাইদুর রহমান চৌধুরী বলেন, 'হটাত করে আবহাওয়া খারাপ হওয়ার ফলে নৌকাগুলি যদি তাদের দিক ভুলে যায়, প্রথমে তাদের যাওয়া কথা সাগর আইল্যান্ডের দিকে। কোন কারণে তারা সাগর আইল্যান্ডে যেতে না পারলে তারা জুলফিকার চ্যানেল বা সুন্দরবনের ভিতরে আসবে। পটুয়াখালী আসা টা অস্বাভাবিক।' তবে স্থানীয় মৎস্য কর্মকর্তার দাবি, বাংলাদেশের সমুদ্র সীমায় ভারতীয় জলযানের অনুপ্রবেশ ঠেকাতে নৌবাহিনী এবং কোস্টগার্ড কাজ করছে। পটুয়াখালী উপজেলা মৎস্য কর্মকর্তা মনোজ কুমার সাহা বলেন, 'আমাদের সমুদ্র এলাকায় যাতে অন্য দেশের বোর্ড ঢুকতে না পারে তার জন্য আমাদের নৌবাহিনী কাজ করছে।' Crossing the international boundary or innocuous passage of the Bay of Bengal, Indian fishermen are fishing in at least 50 nautical miles of the country.
