Background of the Balfour Declaration: -Issued during World War I in 1917, a time when the Allied Forces, led by England, were in conflict with the Ottoman Empire. -The declaration was a letter written by Lord Arthur Balfour, the Foreign Secretary of England, to Lord Rothschild. Contents of the Balfour Declaration: -The letter expressed England's interest in establishing a national homeland for Jewish people in Palestine. -The document was intentionally ambiguous, using the phrase "views with favor" instead of explicit legal language. -Acknowledged the rights of the non-Jewish population in Palestine.
