INDIA: KASHMIRI MILITANT GROUP ANNOUNCES CEASEFIRE WITH INDIAN ARMY

(29 Feb 1996) English/Nat One of the principal militant groups in Indian Kashmir has announced a ceasefire with the Indian army. Armed militants from the group, known as the Jammu and Kashmir Ikhwan, have come out of hiding -- and now appear free to move around the province with their weapons. The cease-fire's prompted allegations from other militant organisations that the Ikhwan are collaborating with the government. But both the Ikhwan group and the Indian authorities deny they've made a deal. News of the ceasefire between the Indian army and the Jammu and Kashmir Ikhwan militant group came at a press conference on Monday. The Ikhwan commander-in-chief, Mr. Hilal Hyder, told reporters that although his organisation's objective remains an independent Kashmir, he believes it should be achieved through elections. Since the ceasefire announcement, Ikhwan militants have been allowed to roam freely through the capital of Srinagar -- together with their weapons. Until last week, these fighters were in hiding and faced instant arrest if recognised by the security forces. Their presence has prompted allegations from other militant organisations that the Ikhwan group are collaborating with the Indian security forces. But it's a charge denied by the authorities. SOUNDBITE: (English) As far as the attacks on any other militant organisation or the separatist organisations as you are calling them, security forces doesn't advocate any of these kind of attacks -- positively not. We just take their help to identify the militants and we apprehend them. SUPER CAPTION: Hasi Hasan, Indian Army Public Relations Officer Nevertheless, other militant groups claim they're now coming under attack from the Ikhwan group. Just 24 hours after the ceasefire announcement, the headquarters of the militant umbrella organisation, the All Party Huriyat Conference, or A-P-H-C, came under grenade attack. The A-P-H-C says it was staged by members of the Ikhwan group. The chairman claims they've been bought-off by the Indian security forces. SOUNDBITE: (English) Indian forces and the Indian intelligence agencies won them over in order to suppress the people, suppress the people's movement. And the first target has been the Huriyet Conference leadership. And all these attacks are being managed and carried out by the intelligence agencies through their forces. SUPER CAPTION: Abdul Ghani Lone, Chairman A-P-H-C Indian security forces seem in no hurry to seize or arrest Ikhwan militants carrying arms in public. That would suggest the two sides are indeed collaborating. It is a charge, however, denied by the Ikhwan high command.
