In a large pot sauté peppers, onion until soft, (seven minutes). Add garlic and cook until fragrant, one minute. Add ground beef and season with salt and pepper. Drain and return to heat. Add broth, beef bouillon, crushed tomatoes, diced tomatoes, brown sugar and oregano bring to a boil. Add rice and simmer covered until rice is tender about 40 minutes.
