Secret quick way to level up any staff on Mother Base in the game Metal Gear Solid V: The Phantom Pain. Learn how to use FOB Events to upgrade stats of your Mother Base soldiers. The key is to get the message "Proficiency Has Increased Significantly" when you finish each FOB Event (in FOB Missions). Once you have accumulated enough proficiency, you will be "Awarded Distinguished Service Medal". When that happens, that means your chosen staff will be at maximum stats possible. Note that it won't work if your staff is already close to S+ or S++ in all categories, as he will still get the medal, but the stats stay the same. The FOB Event in the video is the Skulls Attack (2nd version where you need to extract 3 guards). It is extremely easy to do, and takes less than 2 minutes to win.
