Identifying the electors and will be in charge of marked copy of electoral roll. Managing the Marked Copy of Electoral Roll and identification of Electors: • The first Polling Officer will be in charge of the marked copy of electoral roll and responsible for identification of electors. • On entering the Polling Station, the elector will proceed directly to the first Polling Officer. That Polling Officer will satisfy himself about the identity of the elector. • The electors are required to produce EPIC or any of the other identification document as may be specified in the Commission’s Order. • Before the first voter signs in Form 17A (Register of Voters), the Polling Officer-I shall check with the Presiding Officer and record in INK in Form 17A that “Total in the Control Unit is checked and found to be Zero”. • When an elector is allowed to cast vote at the Polling Station, a line will be drawn, in red ink, diagonally across the box containing the particulars pertaining to the elector in the marked copy of photo electoral roll. • Further, for easy verification and calculation of number of male and female voters, the serial number of voters will be rounded off in the case of female voter and marking a star near voter serial number in case of third gender In addition to this, filling of statistics format is also the duty of first Polling Office. For ASD Voters: • Each Presiding Officer will be provided with a separate list of Absentee, Shifted and Dead electors. • Thumb impression of such electors shall also be obtained in addition to signature against the column of “signature/thumb impression” of Register of Voters (Form 17A). • A declaration shall also be obtained from the ASD electors. Special Cases  There may be some special situations during the poll, the first polling officer have to take care of and he may be responsible for.  Voting by Blind and Physically Infirm Voters.  Voting by Public Servants on Election Duty.  Voting by Proxy.  Tendered Vote.  Challenged Votes.  A person whom you consider much below the qualifying age.  PB and EDC mark on Electoral Roll. Election commission of India, Parliamentary election, Conduct of Election Rules 1961, Representation of Peoples Act 1951, R P Act 1951, Appointment of Presiding Officer, Appointment of Polling Officer as per Section 26 (1) of R P Act, 1951.
