UK: LONDON: JAPANESE EMPEROR AKIHITO & EMPRESS MICHIKO VISIT (3)

(28 May 1998) Natural Sound Former Japanese labour camp survivors jeered Japan's Emperor Akihito as he arrived for lunch at the British Prime Minister's Downing Street residence. They had earlier delivered a letter to Tony Blair, urging him to seek further compensation and an apology from Japan for the treatment they received when they were interred during World War Two. Akihito enjoyed a quieter visit earlier on Thursday beginning with a visit to a Japanese garden and ending with the award of the King Charles II medal ahead of a state banquet. It was a warm welcome for the Emperor and Empress at London's Royal Botanic Gardens. And some moments of calm in the Japanese tea garden. Thursday was the third day of what has become a controversial visit to Britain by the Emperor and his wife, following the invitation by Queen Elizabeth the Second. It has prompted former prisoners-of-war (POW) to renew their protests about the Japanese government's refusal to further compensate them for their suffering in prison camps during the Second World War. Under a 1951 treaty with Japan, they received only small one-off payments. They are also angry about what they say is the failure of the Japanese government to properly apologise for wartime atrocities. During several of the Emperor's public appearances, former P-O-W's have staged protests against the visit -- despite a plea by Prime Minister Tony Blair that Akihito be welcomed to Britain. Blair is keen that the strong economic and political relationship between the two countries should not be damaged. Japanese manufacturing companies in particular have invested (m) millions of pounds in the U-K. But to veterans, it appears the Prime Minister has put trade links above their interests. Blair says that Japan has apologised enough and his government will not back ex-P-O-W demands for compensation -- although he has agreed to meet their representatives. For his part, Akihito has spoken during the visit of his sorrow for the veterans' suffering -- and his aides have made it clear that constitutionally the Emperor cannot make a formal apology. Akihito and Empress Michiko showed no obvious reaction as veterans again turned their back on the couple as they drove through the gates which keep the public away from Downing Street. The royal couple posed for photographs on the doorstep of Blair's residence at Number Ten Downing Street with the Prime Minister and his wife, Cherie. Inside Number Ten, the royal couple attended a luncheon in their honour. Later on Thursday, they had a trouble free visit to the Royal Society in London where they were met by the Duke of Edinburgh, who is a fellow of the organisation. Akihito was presented with the King Charles Second medal during a special ceremony.
