I just got another solution!! Basically you fast travel to Jeet and choose the Scrotus's Carnewagon and then drive to the Balefire Flatland balloon, directly in front of it there are two Spotters with Scrotus's henchmen building a Scarecrow when you arrive get out of the Carnewagon and call the Magnum Opus. Then shoot a tire of each Spotter to make the henchmen get out of their vehicles. Lure them by running to the Carnewagon and enter the Magnum Opus. Now it is done. It will be just one boarder as the another one drives but it will never fail.
