MONTENEGRO: UN HUMANITARIAN CHIEF KOSOVO PRESS BRIEFING

(24 May 1999) English/Nat The U-N's humanitarian chief says he was not granted full access to sites during his visit to Kosovo. But Sergio Vieira de Mello said it was clear that those civilians who remained behind in Kosovo are in urgent need of humanitarian assistance. Sergio Vieira de Mello U-N Undersecretary-General for Humanitarian Affairs was in the Montenegrin capital Podgorica on Monday continuing his fact-finding mission to the Balkans. But he told journalists that his party had not been allowed to see all they had wanted to during their visit to Kosovo. SOUNDBITE: (English) "The situation is always worse than what you imagine in conflicts of this type. We travelled extensively. we did not have access to all areas we would have wished to visit. This was nevertheless the first large UN and non-UN mission allowed to visit Kosovo since the beginning of hostilities and the withdrawal of international personnel. I believe we were able to see and hear enough to form a clear picture of what has happened in the province and of the present conditions prevailing in Kosovo." SUPER CAPTION: Sergio Vieira De Mello, UN Undersecretary General for Humanitarian Affairs Earlier in the day De Mello had accused the Yugoslav government of stopping aid from crossing the Serb border into Montenegro. He said that such aid was essential. But he told reporters that what the refugees really needed was security - something which the various aid agencies working in the region could not guarantee. SOUNDBITE: (English) "I think we have seen enough evidence and heard sufficient testimonies to confirm that indeed there has been an attempt at displacing internally and externally a shocking number of civilians and those we have seen who are still inside are in need of urgent humanitarian assistance but perhaps more importantly of security and confidence and that is as you can imagine much more difficult to provide than humanitarian aid." SUPERCAPTION: Sergio Vieira De Mello, UN Undersecretary General for Humanitarian Affairs De Mello and his delegation are due to leave Montenegro for Belgrade later on Monday where he will voice his concerns to the Yugoslav leader Slobodan Milosevic.
