The shrine was established during the reign of Emperor Kenzo (the 23rd emperor) by relocating the sacred site from Mount Takachiho in Hyuga, Tsukushi. Contributions and imperial plaques were received from Emperor Tenji, Emperor Seiwa, and Emperor Daigo, but the shrine buildings and ancient records were destroyed during the Ōnin War. Matsui Tozaemon from Matsuzaka Village built a temporary shrine, and it was restored with funds from the Imperial Court. Later, under Tokugawa Ieyasu, the shrine's territory was expanded, and the buildings were renovated. Emperors Go-Mizunoo, Empress Tofukumon'in, Emperor Nakamikado, Emperor Go-Momozono, and Emperor Kōkaku provided funds and treasures for repairs, and the shrine was frequently repaired and moved.
