Wedged between its powerful neighbours – Russia and China –, it has sought to build strong ties with distant powers through its ‘Third Neighbour Policy’, including the EU, and to diversify its economic sector and trade partners. Building on its Partnership and Cooperation Agreement with Mongolia, the EU has supported such transformations. Nevertheless, the country remains dependent on Chinese markets for its mineral exports, and Russia for its energy imports. Due to its geography, it also risks being left out of the EU’s connectivity initiatives. By bringing EU and Mongolia experts and officials together, this dialogue assessed the state of EU-Mongolia relations and identified challenges and venues for cooperation, advancing suggestions for a closer, more strategic partnership.
