Problem Description: You are given an integer n representing the number of cities, numbered from 0 to n-1, and a 2D integer array roads where roads[i] = [ai, bi] denotes a bidirectional road between cities ai and bi. Assign each city a unique integer value from 1 to n to maximize the total importance of all roads, where the importance of a road is the sum of the values of the two cities it connects. Return the maximum total importance possible after assigning the values optimally.
