This is a secret boss of the game. After the first win against him door leading to the boss room will be sealed; in order to enter it the player must glitch his way through; the easiest way to do so is by spamming turrets or decoys to push Ratchet through the door. Boss itself is rather hard compared to some other bosses of the game. I'd recommend dodging his swallow attack instead of running from it and stay on safe distance otherwise. Boss is the most vulnerable when he dives and leaves only his eye visible.
