A border security bill originally negotiated to be bipartisan fails for a second time this year in a Senate test vote, getting 43 yes vote, short of the 60 needed. The House passes bill to reverse a Washington, DC law that allows non-citizens to vote in local elections. President Joe Biden and the President of Kenya William Ruto hold a joint news conference as part of a state visit.
