On the 28th of Feburary, 2001, the United Nations announced Wallace Breen as the interim Administrator of Earth after the disastrous Seven Hour War. Addressing a mourning and broken human population, Breen made the first of what were to be hundreds of direct speeches to the surviving humans on Earth. Breen's words did little to quell unrest - as the global population continued to plummet, the 'breencasts' eventually became sources of mockery and despair, finally acting as something to which humankind would direct their toothless fury at their own predicament. The last Breencast would air on November 10th, 2020, just hours before the apparent death of Breen himself during a critical malfunction of the Citadel's dark energy reactor.
