Talking to News18, Hanifa Jan said that Kargil is a very congested city which can be expanded due to the nearby Pluto. There is also a traffic issue. It was decided in 1990 to give this land as residential land and in return, the Kargil administration gave land to the Army, but till now this land has not been available.
