Tim Wisniewski discusses how open data helps to foster community engagement and aids local governments in targeting services where they are needed most. Coupled with the use of social media (tweeting a photo of a fallen sign and its location to the Streets Department, for example), Wisniewski argues that open data is the key to an accessible government that truly serves its people. A Philadelphia native, Tim Wisniewski is the Chief Data Officer for the City of Philadelphia, where he works with City departments to enhance open government and civic engagement by publishing government data online. Previously, Wisniewski served as the Director of Civic Technology, where he managed projects that connect citizens to government, like the Philly311 Mobile App and myPhillyRising.com.
