On February 23, 2023, at approximately 1:58 p.m., I was sitting on Old Hwy 271. I observed an orange Range Rover travel by with an Arkansas tag of 648ZTK. The tag came back to a 2020 Ford Eco Sport. I initiated my lights and the vehicle began to flee. I told Troop H dispatch that I was in pursuit of the vehicle traveling northbound on US 271. The vehicle began traveling recklessly with speeds over 100mph. The suspect vehicle passed numerous vehicles in a double yellow no passing zone. The suspect vehicle ran multiple vehicles out of their lane to pass them. The vehicle traveled onto I- 540 northbound. The vehicle reached speeds of 120mph. The vehicle passed numerous vehicles in the median by the concrete wall. The vehicle also passed on the right shoulder to go around multiple vehicles. Sgt. Moomey got onto the interstate at Kelley Highway and took lead in the pursuit. I became secondary in the pursuit. The vehicle continued into Crawford County on I-540. Cpl. Wold attempted to deploy his issued spike strips. Cpl. Wold attempted to spike the suspect vehicle as it was traveling north on I-540. The spikes caused damage to another vehicle. See incident number 202303781ASP for further details. The vehicle continued traveling recklessly in Crawford County. The vehicle continued to travel on the shoulder to pass vehicles at high speeds. The vehicle took the State Highway 64 exit to travel east. The vehicle turned on Sunnyside Road and then traveled through the stop sign at State Highway 162 to travel east. The vehicle traveled around curves on the wrong side of the roadway. Officer Martin with the Dyer Police Department spiked the vehicle at SH 162 and Hamer Road. Officers Wilkins and Wright with the Alma Police Department spiked the vehicle at 1602 S Hwy 162. The vehicle came to a stop around East Main Street on State Highway 162. The driver, Travis Bailey, exited the vehicle, jumped over Sgt. Moomey's car hood, and began to run on foot. Myself, Sgt. Moomey, and Lt. Toon all ordered Bailey to get on the ground. Bailey refused to obey commands. I deployed my Conducted Electrical Weapon on Bailey. Bailey fell to the ground. Bailey passively resisted being placed in handcuffs but was placed in handcuffs without further incident. Bailey was driving on a suspended license and had multiple warrants for his arrest out of Fort Smith. Teri Harding was the passenger in the vehicle. Harding was released on scene. Bailey was taken to the Crawford County Detention Center.
