Final Fantasy VII Rebirth - Hard Mode Rufus - Braver Stagger only

IMPORTANT: Rufus' gun can hold 6 bullets in normal/dynamic. It holds 8 bullets in hard. This is a video showing how you can stagger him instantly by counting the shots and using braver while he reloads. You do not have to do this. There are other ways to stagger him. Using Focused Thrust when he reloads will pressure him and the timing is a lot easier. Sonic Boom can be used basically whenever to pressure him. Counterstance works against most attacks and deals a good amount of damage to him. Equip a chakra materia and wait while he reloads to heal if you took damage. The Darkstar phase is probably the harder part. You can still try to catch Rufus when he reloads to sever their link but I wouldn't try it. It's much easier to wait for Darkstar to attack you and parry him.
